The story follows a college student who gets recruited by the CIA, only to discover that this program trains expendable spies.
The project has been in development at Universal since January 2010 with Zac Efron signed to star.
Bendis was originally set to write the script at that time.
Neal H. Moritz and Toby Jaffe are producing the film.
David Engel. Efron and Jason Barrett will serve as executive producers.
