Brothers Anthony and Joe Russo have signed on to helm "Ciudad" (Ciudad del Este) reports Variety.

Based on their upcoming '09 graphic novel, the story follows a battered hostage negotiator, who travels to Paraguay and the above mentioned city to rescue a kidnap victim.

They've been researching the story for years, traveling to crime-infested cities across the world...

Ciudad del Este is next on the travel agenda, a city called by the U.S. government "a threat to national security" that shelters terrorists and drug runners.

Ande Parks will adapt the script with the brothers.
