The story follows an ex-con (Dwayne Johnson) pursued by cops and killers as he sets out to avenge his brother's death.
Jackson-Cohen will play a self-made millionaire who kills for fun; Bloodgood will play the ex-con's girlfriend.
Maggie Grace and Billy Bob Thornton are already on board, and Salma Hayek is negotiating to co-star.
George Tillman Jr. is directing the screenplay by Joe and Tony Gayton.
Production is scheduled to begin next month.
