The film follows a used car dealer (Chris Meloni) in Van Nuys who is still in love with his ex-wife (Moynahan) and is dealing with a son (Devon Bostick) who wants to forgo college and work alongside his father on the lot.
Dean Norris is in talks to play Meloni's business partner.
Surnow who co-created TV's 24 will also produce the pic.
Production is set to start next month.
