Don Winslow's novel Power of the Dog says Deadline

The story charts the drug war and a thirty-year struggle between a hard DEA agent and a family of cartel kingpins in Mexico. Characters include an Irish assassin, a heroine with uncertain loyalties, a crusading priest and a dangerously obsessed DEA agent.

Arcel will direct.

Shane Salerno will be co-writing the script.
