Matt Cook wrote the script about an L.A. heist in which a group of thieves plan to kill a cop (Hunnam) to divert authorities from their own crime scene across town.
John Hillcoat ("Lawless," "The Road") is set to direct the film.
Christoph Waltz and Cate Blanchett are eyed for roles but no formal talks have started yet.
Steve Golin, Bard Dorros and Keith Redmon are producing the film.
FilmDistrict is in negotiations for U.S. distribution rights.
