He tells WTTG Fox 5 Radio [via CBM]:
"I have a brand new costume; I'm full in effect. I will tell you this: Cap 3 is gonna be everything you can imagine. Cap 2 was really Avengers 1.5, and Cap 3 is gonna be Avengers 3.8."
The 3rd Cap film will be an adaptation of the Captain America: Civil War storyline that sees Iron Man (Robert Downey Jr.) at odds with Captain America (Chris Evans) over the Superhero Registration Act - a law that forces anyone with superhuman abilities to reveal their identities to the U.S. government and agree to act as a police force for the authorities. Stark supports the program, Rogers does not because it threatens civil liberties. As a result Rogers and various others go on the run to avoid arrest. The life of Cap's girlfriend, Agent 13 (Revenge star Emily VanCamp), is torn apart as her superiors use her divided loyalties against her. Elsewhere, a new villain emerges; the Red Skull begins to make himself known; and The Winter Soldier (Sebastian Stan) again comes face-to-face with Cap....
Badass Digest says that despite the presence of RDJ's in the film Stan's Winter Soldier is still a central figure in the action.
Chadwick Boseman will also be playing Black Panther in the film before getting that solo flick all to himself. "Captain America: The Winter Soldier" co-star Frank Grillo is set to reprise his role as S.H.I.E.L.D; operative Brock Rumlow, who becomes the villain Crossbones. Samuel L. Jackson's Nick Fury and Scarlett Johansson's Black Widow are also due to return. The casting of Daniel Brühl in a villain role has led to speculation that he has taken over the role of Red Skull.
The adapted script comes from Cap vets Christopher Markus and Stephen McFeely from which Captain America: The Winter Soldier directors Anthony and Joe Russo will call action.
While attending a recent press event in Beijing, co-director Anthony Russo confirmed (via CBM) that Scar-Jo will be back for Cap 3:
"We've been preparing for the movie since the one debuted last year. So, we've been working on it for a long time now. We're very happy how it's coming along. Captain America 3 is gonna be called Captain America: Civil War and it's going to star Chris Evans, Scarlett Johansson will be back, Winter Soldier will be back, and Robert Downey Jr. as Iron Man will also be joining us in the next film."
Meanwhile the film's co-writers McFeely and Markus were at the recent TCA
Winter Tour promoting ABC's limited series "Agent Carter" and briefly teased the film and its storyline to IGN:
"It's been on and off the table for a while, let's put it that way. And it's a challenge to do it and make sure that all the characters that we've established, and everyone's established in the MCU are serviced and sound correct, right? Because there's a difference between the characters in Civil War, which was written in 2006, 2007. The MCU didn't exist [when it was written]. There isn't a Robert Downey Jr. or Chris Evans who has helped create the character so we need to make sure that that template gets adjusted and what have you in order to make sure it services these characters and not just sort of rip off their parts and make them look like them."
He was also asked if we would see Peggy Carter (Hayley Atwell) in "Civil War":
"As we have not started shooting, and I'm on my fourth draft of many, that question [of who Peggy was to Tony Stark] has been in and out all over the place so who knows. So many things can shake out but we've had conversations and we pitched scenes. Some stay and some don't. But we saw [Peggy] in Winter Soldier, so we know she's around."
Lastly "The Twilight Saga" actress Kristen Stewart tells Yahoo she's ready to join the Marvel Cinematic Universe if asked saying "sure I could get on board with Captain America, you know what I mean?".
