The duo worked on the Bond reboot "Casino Royale" together with Haggis performing a re-write of the previous draft for this film by Steven Karczynski.
The story follows a business man who gets a mysterious package in the mail and gets caught up in a government conspiracy.
Joe Carnahan had been attached to direct but has since opted out.
James Stern, Hal Lieberman and Lucienne Papon will produce.
Production kicks off in the Spring.
