The story centers on a former Weather Underground militant (Redford) who is forced out of hiding and goes on the run when a young journalist (Shia Labeouf) uncovers his true identity.
Root will play Billy Cusimano, whom Redford's character represented when he got busted for drugs.
Brit Marling, Nick Nolte, Susan Sarandon, Richard Jenkins and Julie Christie also star.
The script will adapted by Lem Dobbs from the book by Neil Gordon.
Redford will also produce the pic with Bill Holderman and Nicolas Chartier.

Production is scheduled to start in Vancouver this September
