Variety reports that John Pogue ("The Quiet Ones") is tipped to call the shots on the action thriller "Ciudad".
Based on the Graphic Novel the action is set in one of the most dangerous and corrupt cities in the world, the story will follow a black market mercenary hired by a Brazilian drug lord to rescue his kidnapped daughter.
Dwayne Johnson was linked to star in 2012 but now it seems that he is no longer involved
Joe Russo and Anthony Russo, who are directing the upcoming "Captain America: the Winter Soldier," wrote the book with Ande Parks and Fernando Leon. Joe Russo will pen the adapted script.
Eric Gitter, Peter Schwerin, Randall Emmett and George Furla will produce.
