The 1939 Great Depression-era novel tells the tale of a poor family of tenant farms driven from their Oklahoma home by drought.
Early talks have started with the estate of the late author for the rights.
Steven Spielberg could potentially produce, but will not direct, the project.
John Ford directed the previous 1940 film adaptation which starred Henry Fonda as the iconic protagonist Tom Jane Darwell and John Carradine.
The film won two Oscars for directing and supporting actress.
