While promoting Hercules in Mexico last month Johnson told the Associated Press:
"Interpret a character in DC Comics. It's the story of Shazam, but I can not say now if (my role) is Shazam and Black Adam. We've been developing for some time and have been a fan of anti-heroes. And this particular I think that we will make justice. I'm putting my heart and soul into this role."
Today we found out that the decision has been made:

In the comics, Shazam is the alter ego Billy Batson, a boy who can transform into superhero form by saying the word 'Shazam' and is able to use the powers of six mythological gods. In the last decade, Shazam has regularly been a part of the Justice League in the comics.
Black Adam first appeared in 1945 as Teth-Adam of Kahndaq. He was originally a villain, but slowly transformed into an anti-hero who matches Shazam in strength, agility and fighting. He also knows magic.
Variety adds that Darren Lemke ("Turbo," "Jack the Giant Slayer") has been hired to write the script but no production date is set.
