Based on a 1999 article from the Miami New Times, the story follows a pair of Florida bodybuilders who get caught up in an extortion ring and a kidnapping scheme that goes terribly wrong. The tone is said to be akin to "Fargo".
Bay had been looking to cast Johnson and Mark Wahlberg, but the Mark's schedule is packed and it's expected to prevent him from participating in the pic.
Christopher Markus and Stephen McFeely ("Captain America: The First Avenger") wrote the script.
Bay and Donald De Line will produce.
Productiom is slated to begin in the Spring.
