In the film Johnson plays "a working class hero who risks everything to save his son, who is falsely imprisoned".
Ric Roman Waugh is set to direct and will re-write Justin Haythe's screenplay The story is based on a Frontline documentary.
David Fanning and Gordon Gray are producing.
Shooting will start in June.
