Cam Cannon and Jorge Suarez wrote the script which centers on a former Drug Enforcement Administration agent with a rogue streak and his select team of mercenaries who descend upon a Mexican border town to neutralize a drug lord.
Michael Mendelsohn and Richard Rionda Del Castro will produce the pic.
The project marks McTiernan's first film following his release from federal prison. Earlier reports indicate the film is budgeted at around $26 million.
